Occupancy Permit Application – $50.00—please contact Mark Cypher, Zoning Officer, at (717) 360-2928 to schedule. 

Effective 4/10/2019, a CCTV/Dye Test is required prior to Occupancy Inspection. The Ordinance No. 2019-4 relative to this inspection can be requested by calling the Borough Office – (724) 872-6860. For the completion of a CCTV/DYE test the seller or Realtor MUST contact a certified plumber of their choice to complete this. Once the test is scheduled, please contact Chad Shincovich, Street Supervisor, at 724-689-2454, 24 hours prior to this process.

Municipal Lien Letter Request Form and Occupancy Request Form are both available below. There is no form needed at this time for CCTV/DYE test. A copy of the CCTV/DYE test can be requested after completion by calling West Newton Borough at 724-872-6860.

Purpose – The lack of maintenance of properties, littering, improper storage of trash and rubbish, storage of inoperable vehicles, and accumulation of snow and ice are costly problems that negatively impact the public health, safety, and general welfare of the Borough residents and their guests, and contribute to the deterioration of property values in the Borough. These problems degrade the physical appearance of the Borough, which reduces business and tax revenue, inhibiting economic development. The quality of life and community pride of the citizens of the Borough are negatively impacted by the occurrences and existence of these activities. Recognizing these are community problems, the purpose of this Article is to promote the health, safety and general welfare of the Borough by helping to create a clean environment for the citizens of West Newton.
